Structure of the sentence - Proponents of something consider X Y , while critics denounce X as Z.
Before we go towards reasoning - I am clueless about one point, How can "Censorship Board" take a plural verb. We are not even saying "members of censorship board".I read the reasoning on tone of the sentence to be subjunctive. But subjunctive structure is - <subjunctive keyword > + that + sub + [be form]. (ex - I suggest that the CEO resign). The sentence is far away from this format.How is the plural usage justified here. Kindly clarify.

Grammatically - them can refer to relaxations as well as production houses. Logically - first them refers to "production houses" and second them refers to relaxations. This is not acceptable. Had only one antecedent logically made sense for them , the sentence would have been correct.
