At least 93 would mean 93 or more.

Take option D.
So you had 20 seminars initially. Total attending: 18*20 or 360

Now, due to space constraints, 16 of them accommodated 15, so 16*15 or 240 catered for in these 16 rooms.
What about balance? They are left with 4 rooms only.
How many are left? 360-240 or 120
Is it at least 93? Yes

D meets all criteria for being correct answer. Similarly other choices too.
Reason for all to meet the answer is only one and that is ‘at least 93’.


 
Consider this Chetan: The organizers of a conference offered a certain number of simultaneous seminars with the intention that each seminar would be attended by 18 conference attendees.

So the number of attendees is fixed. n is chosen so that exactly 18 people go to each.

The only reason "at least 93" is used is to balance out "allowed only upto 15 attendees".  

If fewer than 15 attendees (each) go to the (n-4) seminars, then we will end up having more than 93. That is why 4 seminars must accommodate at least 93 attendees. But the number of attendees still stays a constant 15(n-4) + 93. 
So I would say no option other than (B) works. 

It's certainly odd to disagree with you on a question and that too an official one, eh?!! I read the question stem again and again!   :)­

Ah yes, I agree the wording could be improved, and I do believe there are some discards in the official material! Recently I came across a Two Part Analysis question which didn't make sense to me no matter how much I thought about it.

In the last 4 seminar (atleast 93 people left to attend )

total people who can attend 1 seminar were 15

last 4 seminar and 15 people per seminar would make : 15 * 4 = 60 people who can attend

now actual number of people who are left to attend - no. of people who can actually get seats

93 - 60 = 33

We know 3 people per seminar were left due to seat constraint 18-15 = 3

lets go through options which can give us our answer of 33 people ,3 from each seminars who were left out :

(A) 10 *3 = 30 (NO)
(B) 11* 3 = 33 ( YAYYYY)
(C) 15 *3 = 45 (NO )
(D) 20 * 3 = 60 (NO)
(E) 26 *3 = 78 (NO)
