Final price = (1+10/100) * Original Price
= 1.10 * Original Price
From options given only 209 is divisible by 1.10 as it is stated OP is whole dollar amount.

the final price = (100+10)% of initial = 110% of initial..
so final price has to be multiple of 11..
RULE - when alternate digits are added-- ODDs and EVENs separately- of any integer, the difference of the two should be 0 or any other multiple of 11..
lets see the choices-

B. $209 -- 2+9-0=11.. yes
C. $211 -- 2+1-1=2.. no
