Final price = (1+10/100) * Original Price
= 1.10 * Original Price

From options given only 209 is divisible by 1.10 as it is stated OP is whole dollar amount.
Hence B

the final price = (100+10)% of initial = 110% of initial..
so final price has to be multiple of 11..
RULE - when alternate digits are added-- ODDs and EVENs separately- of any integer, the difference of the two should be 0 or any other multiple of 11..

lets see the choices-
A. $207 -- 2+7-0=9.... no
B. $209 -- 2+9-0=11.. yes
C. $211 -- 2+1-1=2.. no
D. $213 -- 2+3-1=4.. no
E. $215 -- 2+5-1=6.. no

Let original price be 100

Price after sales tax will be 110

Thus whatever be the final amount it will be divisible by 11

check the options , only 209 is divisible by 11 without leaving any remainder , hence this is our answer !!

x + x * 10% = 11x/10

11x/10 = 209

x = 190
