The Orloff Candy Company packs its cylindrical candy treats in a rectangular container. The height of the container is exactly equal to the height of each treat. How many treats can be packed into each container?
(1) The circumference of the treat is 2 inches.
(2) The area of a horizontal cross-section of the container is 100 inches^2.

The answer is E, because we need information about the actual dimensions of the box. It might be that the container is square, and then because the cans are small, we can certainly pack some cans in the box. But it might be that the rectangular base of the container measures 0.01 inches by 10,000 inches, say, in which case the container will be far too thin for us to put even a single can inside.
Incidentally in Statement 2, "inches" are not a unit of area, so the question needs to say "square inches" or something similar.

Question: How many treats can be packed in the container?
Given: The height of the container is same as the height of treat
Requirements:
1) We need to know the radius of the candy treats
2) The dimensions of the container's base
Statement 1:The circumference of the treat is 2 inches.
This gives us the radius but not the dimensions of the base of container hence
NOT SUFFICIENT
Statement 2: The area of a horizontal cross-section of the container is 100 inches^2
We know the area but the dimensions of base and radius are still unknown
NOT SUFFICIENT
COmbining the two statements
We still don't know the dimensions o fbase which may be 10x10 or 20x5 or 25x4 so many possibilities hence
NOT SUFFICIENT
Answer: Option E
