C and D introduce the idea of the zones being "a new principle." Zones can't be a principle; they can represent one. (The fact that we're saying they're not a new principle doesn't really make a difference.)
A and E use "it" without a valid antecedent. If the zones aren't a new principle, then what does "it" stand for? It can't be "the old principle" if none has been mentioned!

While musing over the topic, I had only one thought in front. The urban zones are not a new principle ‘but’ an old one. There is a contrast manifest in the clause. Hence the choice falls on either B or D. IMO B is better because, physical things such as zones may not become as such a new principle but at best may represent a new principle.
