B

"It" in A and E seems to incorrectly refer to "zones" in a singular tense.

"Proposed urban development zones" cannot be a new principle, as in C and D. One is plural and one is singular.

"Proposed urban development zones" can, however, represent a new principle. B is correct.

OA is B. D is incorrect because parallelism is not kept.
