I think E is the right answer not because 'its' refer to fund.
(Fund's faith in the growth... have led... )
How a fund can have faith? Public can have faith which makes more sense.
In my opinion public refers to a group of people ; so it's a collective noun and collective nouns are always singular.
So its refer to the public.
Hence, public's concern and public's faith (so plural subject) get a plural verb have.
So, E is the right answer.

The public's general concern about the solvency of the Social Security Trust Fund and their overall faith in the long-term growth of the stock market has led to a rise in interest in Individual Retirement Accounts or IRAs

Their is a subject-verb agreement error in the original sentence. Public's concern [...] and their overall faith [...] have. Also public is singular noun and hence usage of their is also wrong. Its should be used here.

A) and their overall faith in the long-term growth of the stock market has - 2 issues discussed above
B) and they have overall faith in in the long-term growth of the stock market which has - They has no clear antecedent
C) as well as their overall faith in the long-term growth of the stock market, has - their is not the correct antecedent for public
D) as well as overall faith in the long-term growth of the stock market, have - The verb after As well as must always agree with the first subject. Hence usage of have is wrong here.
E) and its overall faith in the long-term growth of the stock market have - Correct choice

- Two nouns joined by 'AND' need a plural verb. Hence 'has' is wrong. Options A & B are eliminated.
- 'As well as' does not make plural subject. Hence D is eliminated.

Many get stuck between C and E.

According to me C would be correct if there is no comma before 'has'. The unnecessary comma spoiled the plausibility of option.
So we have to consider public as singular noun, making E plausible.

Answer is E

Truly Awesome question.
I just have one doubt, in the explanation of additive phrases all the subjects are separated by a comma and then the additive phrase.
But in the original question, there wasn't any punctuation marker to differentiate. Does that make any difference or, regardless of comma, additive phrase will do what he needs to do.
