- Two nouns joined by 'AND' need a plural verb. Hence 'has' is wrong. Options A & B are eliminated.
- 'As well as' does not make plural subject. Hence D is eliminated.

Many get stuck between C and E.

According to me C would be correct if there is no comma before 'has'. The unnecessary comma spoiled the plausibility of option.
So we have to consider public as singular noun, making E plausible.

Answer is E

Truly Awesome question.
I just have one doubt, in the explanation of additive phrases all the subjects are separated by a comma and then the additive phrase.
But in the original question, there wasn't any punctuation marker to differentiate. Does that make any difference or, regardless of comma, additive phrase will do what he needs to do.
