I ignored the red flags on parallelism and chose D because I was certain about this restrictive modifier rule.

To answer your question, in Option B, the prepositional phrase "with regard" is placed outside the "not only A but B" construction, leading to a break in parallelism; Option E maintains parallelism between A (with regards to the variety of shapes represented) and B (in terms of decorative techniques and functionality).
