I have a question.
I know option E is incorrect because S-V
But, is the other part of the sentence correct?
"on account of the inhabitants long ago learning to distrust and neutralize"
(E) is also illogical. Take another look:

The reason was... on account of the inhabitants? First, if I begin a sentence with "the reason was" I'm about to supply a cause for something that happened. But "on account of" means "because of." At best, this is redundant.
Worse, it makes no sense. "On account of" must introduce a noun. But the inhabitants
themselves aren't the reason the island is ungovernable. (What would need governance if there were no inhabitants?) It's what the inhabitants of the island
do, namely that they distrust all written laws.
Notice that (D) both eliminates the redundancy and includes the word "that" to introduce a full clause as "the reason." Much clearer and more logical.
So plenty of reasons to get of (E).
