A. The reason that iron fertilization of the earth's oceans has not been implemented is because scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming
"The reason... is because" - Redundant. Either of the words can work to explain the reason.

B. The reason that iron fertilization of the earth's oceans has not been implemented is that scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming or not
"whether" already implies that there are 2 choices. Hence, no need to use "or not" after "whether". It is 100% wrong construction

C. Iron fertilization of the earth's oceans has not been implemented because scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming
Generally speaking, if you are unsure, that means the results can go either one way or the other. So there are 2 outcomes for this. Choice of "whether" is appropriate in this case.

D. Iron fertilization of the earth's oceans has not been implemented because scientists are still unsure if this expensive and extreme method can actually alleviate the effects of global warming
"If...then" construction is used when there is conditional construction at play. However, this choice lacks "then.." construction and does not justify the use of "if"

E. The reason that iron fertilization of the earth's oceans has not been implemented is that scientists are still unsure whether this expensive and extreme method can actually bring about the alleviation of global warming effects
"bring about the alleviation" should be ranked 2 in list of preferred choices when "can actually alleviate" is presented in other choices like options A, B, C and D.

A. The reason that iron fertilization of the earth's oceans has not been implemented is because scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming - Not concise. 'because' provides a reason. There is no need to use 'The reason' upfront. The sentence also has a passive structure.

B. The reason that iron fertilization of the earth's oceans has not been implemented is that scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming or not - 'whether or not' is not required.

C. Iron fertilization of the earth's oceans has not been implemented because scientists are still unsure whether this expensive and extreme method can actually alleviate the effects of global warming - Correct.

D. Iron fertilization of the earth's oceans has not been implemented because scientists are still unsure if this expensive and extreme method can actually alleviate the effects of global warming - 'whether' is required.

E. The reason that iron fertilization of the earth's oceans has not been implemented is that scientists are still unsure whether this expensive and extreme method can actually bring about the alleviation of global warming effects - Passive.
