A, B, and E out since it uses Costs- Its an improper usage.
For example the cost of the iphone is $800 and the cost of these iphone's are $800..
D: Because the rising cost- Awkward, Because of should be used.

A. The rising of costs --- Costs of college tuition does not makes sense. It should be cost of college tuition. Plural is incorrect.
B. Rising costs--- Same as A
C. The rising cost- Correct.
D. Because the rising cost--- Because and means in the same sentence seems redundant.
Ex.) Because of the rising cost of college tuition, more and more people..... OR Rising cost of college tuition means more and more people.....
E. Because of rising costs---- Same as A
