Official Explanation

Answer C
- (C) is concise and correct. (A) is wordy and unnecessarily uses the gerund phrase "rising of costs". (B) violates subject-verb agreement with the plural "costs" and the singular verb "means". (D) and (E) each create a fragment (an incomplete sentence).

The answer is C.

A, B, and E out since it uses Costs- Its an improper usage.

For example the cost of the iphone is $800 and the cost of these iphone's are $800..

D: Because the rising cost- Awkward, Because of should be used.

Do you have further examples of how the word "cost" / "costs" is properly used? Pretty hard for non-natives ;(

The rising "costs".... mean...

The singular verb has to address a singular noun.
