Hi! D is stated as a fact - "The schools of Madison county perpetually face repetitive cases of grave indiscipline. Experience indicates that prolonged periods of detention is the most effective way to curbing indiscipline. " "Experience indicates... is the most effective..." here indicates that they have been dealing with the repetitive cases through various means with detention being the most effective. However, as of late, the parents have been against this.

 If such a system exists (ie, negate the stimulus under reference)., certainly there is a much easier way (possibly) to curb such cases of indiscipline. Conclusion impacted..CORRECT response

 Parents' motivation is irrelevant

Hmmmm, isnt A the entire point..that the students need to be disciplined, because the problem we are facing is indiscipline. If this is not an assumption, what even is the point of the question

Conclusion of the argument is that the best way to curb the best way to curb such cases of indiscipline is to levy significantly heavy fines. T he argument need not need to assume if the students need to be disciplined, in order to assess the effectiveness of a plan. Hence, is wrong. Hope this helps.

The stimulus says that there is no better way than fining such students. Option B is doing exactly that. It's eliminating the other easy way that could discipline students. Option D is talking about numerous other means but is not as close to the stimulus as Option B is by directly bridging the gap in the stimulus.

I understand that if assigning additional homework could deter most students, it will be an effective way.

But this does not conclude that assigning additional homework  is a better way  than levy heavy fines.

because it could be that  prolonged periods of detention > levy heavy fines > assigning additional homework

so I thought this does not negate conclusion
