A)Tense issues
B) Out of scope
C) Past perfect tense, correct
D) Doesn't get the correct point across
E) Doesn't match up with following clause.

Hi,

The NON underlined portion tells us that we are talking of past and therefore the underlined portion too should talk of past..
The secret should be told to someone is talking of PRESENT , so is wrong..
Remaining change the sentence and hence are wrong EXCEPT C, where we talk of something that should have been done in past..
