A. it might have been expected for it to rise as well - Incorrect - it refers to crime rate. Usage of 'it' twice makes the sentence awkward. Also 'expected to' is the correct idiom usage.
B. it might have been expected to rise as well - Correct
C. it might have been expected that it should rise as well - Incorrect - Similar to option A
D. its rise might have been expected well - Incorrect - Changes the meaning
E. there might have been an expectation it would rise as well - Incorrect - Option is wordy and there is a slight change in meaning.

Answer: B

Pronoun Error Question:

A) it might have been expected for it to rise as well - Pronoun "It" error, second "it" is not clear
B) it might have been expected to rise as well - Correct Answer Choice
C) it might have been expected that it should rise as well - Pronoun "It" error, second "it" is not clear
D) its rise might have been expected well - Changes the meaning of the sentence
E) there might have been an expectation it would rise as well - Too wordy and ambiguous

Hence, Answer is B
