The state Attorney General announced that although the overall crime rate rose 4.6% during the previous year, surprisingly, the violent crime rate decreased when it might have been expected for it to rise as well.

A. it might have been expected for it to rise as well -> "for it" is incorrect.
B. it might have been expected to rise as well -> It makes sense. "It" refers to "violent crime rate". Let's keep it.
C. it might have been expected that it should rise as well -> "that it should" is incorrect.
D. its rise might have been expected well -> Meaning changed. Incorrect.
E. there might have been an expectation it would rise as well -> Incorrect.

So, I think B. :)

The answer to this question has to be B. Option A is eliminated because the word "it" lacks an antecedent, Option C is eliminated as the phrase "it should rise" is incorrect, Options D is out as the words "might have been" are in the wrong tense and Option E is eliminated as the tense used is wrong.
