The state Attorney General announced that although the overall crime rate rose 4.6% during the previous year, surprisingly, the violent crime rate decreased when it might have been expected for it to rise as well.
A. it (the violent crime) might have been expected for it to rise as well - use of for it is ambiguous
B. it (the violent crime) might have been expected to rise as well - conveys meaning perfectly
