In 2), why are we taking lowest score as denominator? Why can't highest be the denominator, it is not clearly mentioned with respect to whom. In the case denominator is taken as the highest, then asnwer becomes no

1)No,since the lowest score given for judges who had judged in
3 Pan-Global Games (6.03) was lower than that for judges who had
competed in 3 Pan-Global Games(7).
2)Yes,Finland has the highest difference between the highest score and lowest score given(4.7) and even the % is greatest since here only the numerator(difference between the two values is greater than the denominator,when taking the lowest given as denominator)
3)Yes since the Avg for participation as a judge is 24/9 while as a competitor is 22/9
4)Yes, since the probability that a given judge competed in more Pan-Global
Games than she judged is= 3/9 and the probability that a
judge gave a higher average score as a judge than she received
as a competitor is 3/9 , so both are same
