1. The average (arithmetic mean) number of Pan-Global Games that judges participated in as judges was higher than the average number of Pan-Global Games that judges participated in as competitors.
Add the number of games in the column. It is 24 as judges and 22 as competitor. As number of games is same, more the sum, more the average.
YES

2. The probability that a given judge competed in more Pan-Global Games than she judged is the same as the probability that a judge gave a higher average score as a judge than she received as a competitor.
Take the two columns that give you number of pan-global games, that is column 2 and 6 from left. Scan where the value in column 6 is more than column 2. It is at 3 places out of 9.
Next, take the two columns that give you average score, that is column 3 and 7 from left. Scan where the value in column 3 is more than column 7. Again, it is at 3 places out of 9.
So, the probability is same in the two cases, 3/9 or 1/3.
