So, how to go about the last question in a short time

crux is the last Q.

Use 310/5.7 as reference = 54.xx To get a lower HP per L, we either need lower HP, or larger L or both. My approach is:
1) filter the table by HP, you see only four cars fewer HP than 310. all of them have materially lower Engine size, with a quick math 300/4.6 also larger than 54.

2) filter by engine Size, you see a range of car at the bottom more than 5.7L, amongst which the smallest HP and biggest L is 400/6.2 = obviously 60 -> confirm Tesco has the lowest ratio.
