2012 target=70.1/0.98 = 71.5

Are the last columns percentages or just the ratios? Can you please clarify?
The table gives each country's 2008 emissions as a percentage of the 2012 emissions target set for that country set by the Kyoto Protocol on climate change.


[Emission of 2008/ Emission of 2012]*100. So i guess it should be percentage

It gives the percentage in decimal form.

So a 2008 value that is 20% above 2012 target is given as 0.2.
A 2008 values that is 20% below 2012 target is given as - 0.2
