..C is the answer..
Union argued is in past tense... means action has already finished..
A is in present perfect tense which needs to be in simple past... C corrects the error.. :)

The union argued that the plastic industry has neglected the safety and well-being of the workers.

a. has neglected the safety and
b. neglects the safety and
c. neglected the safety and (and no "the" before "well - being")
d. were negligent to the safety and to the
e. neglected the safety as well as the[/quote] ("The" before well being)
1) Is "e" incorrect because of redundancy?
2) Is "the" not required in front of "well being", or the previous "the" before "safety" is applicable for "well being too"?

The answer choices will have either "neglected" or "had neglected" but not both.
IMO, both "neglected" or "had neglected" are acceptable.

Just wordiness. There is no need for an as well as when we can use an and, and there is an extra the in E.

I'm more concerned about (a) how easily they seem to have removed the option with the perfect tense and (b) the use of the with workers in the non-underlined portion (unexpected with plastic industry).
