Choices A and B appears to be supportive.

The item mentioned in the statement B can be controlled by not allowing americans to use Motorboats as it can be a controllabe measure.

but deaths because of the reason mentioned in A are not controllable as the reason is unknown. Hence I go with 'A'.

Good explanation by Appuvar.
It was between A and B. I see now how B is something they can control by prohibiting use of motorboats.
A is something that can't be controlled.

The West Indian manatee, a distant relative of the elephant, returned to the sea some 50 million years ago. These thousand-pound herbivores inhabit the warm coastal waters where Americans like to play. Despite conservation efforts, criminal penalties for harming these creatures, and an overabundance of SAVE THE MANATEE! bumper stickers, none of these animals can be considered safe.

reread: none of these animals can be considered safe

B fits this criteria. If ALL swim at this depth, then they are in danger o bein hit by the blades.
