Meaning: P&G company, which earlier payed advertising agencies 15% standard commission will instead pay them based on product sales

OC : Its not discontinuing but rather will pay it depending on other factors

The wordings of this argument are all very confusing .Not able to understand the correct meaning .Not sure if GMAT expects us to answer such questions in 2 mins.
