When we have countable nouns "fewer" is the word to be used. Clearly all other options has less which is used for uncountable nouns and seeds is a countable noun

If we talk about a country having "few exports", we're talking about the variety of things the country exports. If a country only exports, say, coffee and silver, that country has few exports (it only has two exports). We're not talking in that case about the quantity of exports. But this question is trying to discuss quantity of exports, not variety of exports, going by what it says about tobacco farmers at the end. So the "OA" here is using "few" incorrectly. It also appears to be a Sentences Correction question, and I've never seen one of those on the real GMAT (real GMAT SC questions only ever include a single sentence, not two as this one does).
