Answer D - In this difficult question, you must notice one very important but easy to overlook decision point: in (A), (B), and (C) you do not have the “for” before the word “still” and you must have it. In (D) you have the necessary “for” and in (E) you have “to protect”. The reason that you need the “for” in (A), (B), and (C) is that without it the sentence reads: “outbreaks of diseases and still another threat.” That means there are “outbreaks of still another threat,” which is illogical.
The sentence needs to say that you are preparing for two things: “for outbreaks of diseases and for still another growing threat:” (E) is wrong because while “to prepare” and “ to protect” are parallel, the end of the sentence is clearly wrong: “still another growing threat of the accidental releases of nanoparticles and the infinitesimal and engineered fibers.”
Separating “the infinitesimal and engineered fibers” from nanoparticles with the word “and” is wrong as they are not separate things and this structure makes it seem that “the infinitesimal” is an entity on its own. It should be used as the appositive modifier showing that the nanoparticles are “infinitesimal and engineered fibers” as you see in several of the choices. Correct answer is (D).

Correct parallelism is seen.
"for outbreaks.. " should be follwed with "for still another growing threat", "the accidental releases of nanoparticles, the infinitesimal and engineered fibrers" are all found parallel.
