ANSWER
Before reading the options
One should make a mental roadmap/structure of what the question is communicating. We need to understand the premise and the conclusion and link the unstated assumption in our mind, first.

Premise- Advertising agencies are being paid for the value they generate rather than the number of hours they work.

Conclusion- to maximize their earnings, the advertising agencies should hire more creative thinkers.

Assumption- It's not the hours you put in its the result which will genrate earnings. Thats why creative thinkers are needed.

Once we have a good understanding of the question, we can easily rule out the incorrect options and select the one correct option closest to our understanding

A) It has nothing to do with the stamina to do long hours instead in the second sentence it clearly states,

INCORRECT

B) We need to hire creative thinkers to generate earnings. In this options it states Creative Thinkers have an ability to do so
CORRECT

C) It's not about cost of hiring, it's about generating value
INCORRECT

D) This one is tricky. It is close to our assumption but it is loosing an angle of Creative Thinkers in its option which option B does satisfy.
INCORRECT

E) It has nothing to do with rarity
INCORRECT

According to the argument, creativity pays advertising companies and not hours of work. hence we are not concerned by number of hours.
