If you read closely at the beginning of the paragraph of subjunctive mood, it is clearly stated that you can expect to see the subjunctive in 2 special situations
A) unreal or unlikely situations (hypothetical subjunctive)
B) proposals, wishes, and requests(command subjunctive)
The sentence you cited qualifies for none of the above scenarios
Every sentence with 'that' is NOT a subjunctive mood sentence.

These results indicate that the health of the marsh’s ecosystem has seriously declined,
(indicate that + clause)
As far as I understood, subjunctive must have verb in root form so how the use of
has is correct in above sentence?
