It is possible for a panholder to collect a considerable amount of money from passersby if she can convice them that she is destitute and that begging is the only way for her to help herself.If,on the other hand , passerby get the impression that they are being conned or that the panhandler is just being lazy, they will not give anything to her.

E is best. The rest are too restrictive or require an assumption. We know from the passage that a panholder is likely to get money if she can convince the passerbys she is really destitute and has no other means to get money. Also, we know that the passer-bys will not give money if they think they are being conned. All this points to E, that people who give money to panhandlers do not use how much change they have as a determining factor.
This one is tricky. The subtle differences in expression make all the difference.
a)Most panhandlers are unwilling to work
Most makes too bold of a statement. The person could be in temporary dire straights.
b)If someone begs when she does not need to, people will not give her any money.
Distracting answer choice. Not need to does not equal conning.
c)Most passersby would give a panhanlder money if they thought that she was not conning them.
Whose to say that more than 50% of passerbys give panhandlers money? Statistical mirepresentation.
d)Passerby often base their decision of whether or not to give money to a panhandler on their impressions of her and her honesty. Uses conservative language and is supported in the passage.
