There are 5 people..
Statement I deals with ONLY 3 of them, so you cannot find V..
Statement II deals relationship between all 5 so there is a likelihood of getting an answer. If short of time, you should mark B.
$$T=V=D+\frac{2}{5}=B-\frac{3}{10}....D=J$$
$$T+V+D+B+J=3.......V+V+V-\frac{2}{5}+V+\frac{3}{10}+V-\frac{2}{5}=3......5V=3+2*\frac{2}{5}-\frac{3}{10}=\frac{30+8-3}{10}.....V=\frac{35}{50}=\frac{7}{10}$$
