Clear split between A, B and C, D, E. Use of "Should" is wrong in subjunctive mood. The sentence uses "demanded" which makes use of Should unnecessary and ungrammatical

Between A and B, the sentence must maintain parallelism and bare form of verb must be used. B violates parallelism, thus correct choice is A

A. allocate funds for early-screening programs in preschools, support a bill for reform of teachers' salaries, and sponsor research on early childhood parenting practices in families of at-risk children ---- Correct parallelism. Correct use of bare form of verb after "demanded"
B. allocate funds for early-screening programs in pre-schools, a bill for reform of teachers' salaries should be supported, and sponsor research on early childhood parenting practices in the families of at-risk children --- violates parallelism
C. should allocate funds for early-screening programs in pre-schools, a bill for reform of teachers' salaries should be supported, and sponsor research to investigate early childhood parenting practices in at-risk children's families --- use of should is wrong. violates parallelism
D. should allocate funds for early-screening programs in pre-schools, a bill for reform of teachers' salaries should be supported, and research on early childhood parenting practices in at-risk children's families be supported --- use of should is wrong. violates parallelism
E. should allocate funds for early-screening programs in pre-schools, support a bill for reform of teachers' salaries, and sponsor research on early childhood parenting practices in at-risk children's families[/quote] --- use of should is wrong.


Hence answer is A
