Nothing wrong with the original sentence, Answer must be (A)

To witness the atrocious conditions suffered by abandoned children in Chinese orphanages is to see the inhumanity of the Communist government’s one-child policy.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The issue being raised in this sentence is one of parallel structure. The basic structure of this sentence is: to do x is to do y. The only choice that fits that pattern is choice A, which is the correct answer.
