Hi All,
I am an applicant from India. I have completed by Bachelors in Engineering from Rajasthan Technical University and medium of English for the entire course(4 years) was English. I plan to apply for Round 2 for Full time MBA program. Am I eligible for a TOEFL waiver a Scheller (Georgia Tech) school of Business? Is there any application or document that I need to submit to be considered for the same.

Yes you are eligible. I assume that your engineering studies is also in English medium. You need to just send the transcripts which will specify the medium of learning as English.

Yes, My Engineering Studies were in English Medium. But it is not written on my Transcripts as a separate point. Though the Transcripts themselves are all in English. I have this question specifically for Scheller (Georgia Tech) MBA.
Schools normally waive the TOEFL requirement if your studies are in English. You need to get a certificate from your university. However, some countries need the TOEFL for visa application. So sometimes you will need the TOEFL for visa although the school waives it for you.
Indian candidates won't be waived for TOEFL at Scheller even after producing the document. The website clearly lists the name of the countries. You might want to visit that to learn more.
