B. ash and use them on an annual basis to recover 50,000 tons of scrap metal, from which is made -- wrong, annual is modifying use them. In addition, 'is made' is SV error.
C. ash and use them to recover 50,000 tons of scrap metal annually, which is made into -- it is the 50,000 tons of metal scrap that is made into a variety of products. Hence, we have to use a plural verb. 'Which' cannot logically modify the singular metal scrap since one cannot make a variety of products from a single type of metal scrap.
D. ash and use them yearly, recovering 50,000 tons of scrap metal, which are made into -- yearly is modifying -use them-

Is it just me or that from which are made sounds a bit fishy? I'm not convinced is the right answer.
