E

Read the sentence carefully, but don't get preoccupied with correcting it. Get right to the choices. Your ear will tell you that "...ordered local officials to censor records" (E) is correct.

Here E is the answer because ordered to is the correct idiom

I have marked E but I want to understand why is it not D. It sounds off to me, but that's not reason enough. bb

We hope this finds you well.

To answer your query, the phrase "ordered local officials the censoring", formed by Option D, simply makes no logical sense.

We can say "the government ordered the censoring...by local officials" or "the government ordered local officials to censor", but "ordered local officials the censoring" is incoherent.
