GMAT Club Official Explanation:
A. “Whereas” introduces two contrasting situations or events that must be parallel. In the first part of the parallel structure, “whereas” is immediately followed by a prepositional phrase “on many petty issues…”, but in the second part of the parallel structure the corresponding prepositional phrase is missing.
B. “Whereas” introduces two contrasting situations or events that must be parallel. “Whereas” is immediately followed by a prepositional phrase “about many petty issues…”. In the second part of the parallel structure the prepositional phrase “about some major issues…” correctly complements the first part and completes the parallel structure, making it clear that “many petty issues..” is contrasted to “some major issues”.
“Agree on (a topic)” and “agree about (a topic)” are both correct idioms.
C. In the structure “unlike X, Y”, X must be parallel to Y. here X = “many petty issues” and Y = “they”. Thus the parallelism is violated - the sentence wrongly contrasts “many petty issues” with “they” (the board members).
D. In the structure “unlike X, Y”, X must be parallel to Y. here X = “the agreement” and Y = “they”. Thus the parallelism is violated - the sentence wrongly contrasts “the agreement” with “they” (the board members).
E. “Agreement with” is the wrong idiom. “Agreement with (a person / a statement / an opinion / an idea etc.” is correct, but here “agreement on or about (a topic)” must be used.
“Agree …to” is the wrong idiom. “Agreement to (do something)” is correct, but here “agree… on or about (a topic)” must be used.
