For the first, the " year in which the highest percent of new cars sold had optional side airbags," we are looking a percent from all new cars. So of the 100% possible in each column, we want the biggest share going to the "optional" part of the bar. In other words, we want the biggest gray bar. Well, the gray bars are small at the beginning, get bigger in the middle, and get small toward the ends, and 2005 appears to have the largest gray bar, certainly larger than that of 2000 or 2010.
First blank = 2005
In the second, we are comparing the size of the optional part (gray) to the size of the standard part (blue), and want to know, where is gray the largest percentage of blue? Well, when the blue is big, the gray is going to be a relatively small percentage of it, but when the blue is small, on the left side of the chart, then the gray can be a much bigger percentage of it. In 2000, the size of the blue bar and the gray bar are approximately equal, so the optional section is approximately 100% of the standard section. Certainly in the other possible years, 2005 and 2010, the gray bar is nowhere near 100% of the blue bar.

Yes the question is all about visualization instead of actual calculation.
The first can be answered by looking at bar which is highest gray bar which is 2005
The second can be answered by looking at the gray bar comparable to blue bar which is at 2000
