for B:

suppose elizabeth (=nestor) is at 1st position, nancy is 2nd james is third, this satisfy the criteria specified by the argument. In this combination B is not true hence B cant be the answer.

since it is specified here that "Elizabeth had the same grade point average as Nestor" so don't u think that here if nestor's rank is 1st then Elizabeth rank should also be 1

yeah both have same ranks because there GPA are same.
the case that B presents is not the case "must be true" but the case "can be true".
This SITUATION below presents the case when B is not true and the circumstances satisfies all the criteria in the argument.

SITUATION:

elizabeth (=nestor) is at 1st position,
nancy is 2nd 
james is third=> james has lower GPA than nancy; B is not true in this case.

Not a tough question, but requires a lot of concentration and logic. (I picked E in a hurry :/)

In these type of questions, the data sample is very important. Instead of taking "the more obvious" data, try to take data that is different from the usual.
James's GPA puts him in top third. So he can occupy 1, 2 or 3.
Nestor and Elizabeth can occupy 1 through 10.
Nancy is always below Nestor and Elizabeth.
sample 1: 
Let 
1 - E/N
2 - Nancy
3 - James

This eliminates options A,B,and E

Now take 
1 - J
2 - E/N
3 - Nancy

This eliminates D.
The only option that holds true all the time is C.

E) is close but not correct. This is due to a number technicality often tested on the LSAT rather than GMAT. This reads like an LSAT question... and LSAT is almost always harder.

We know for sure that Nestor has a higher GPA than Nancy. We also know that James is in the top third which means he may be 70% or 99%, and this is the part that could also include Nancy, who is in the top 10, such as 90% or 11%

As the result, we cannot for sure say that James has a higher GPA than Nancy.

Logic - 
Nestor is in top 10, it can be 1st or 9th (we don't know)
So, If nestor is at 1st ranking = eliza is at first ranking as well -> Nancy can take anyplace on or below 2nd
i.e before, same or after James.

Because Nancy can still be in the  top third too . We only know that Nancy is below Elizabeth, who is in the top tenth.

For example, Nancy could be ranked 15th and James 25th. Then  Nancy would still have the higher GPA .

So (B) is possible, but it is not something that  must  be true.
