Can anyone explain the use of 'due to' in OA. Replace 'due to' with 'caused by' and check for logical construction rule is not satisfying OA. Please help.

Since the subject of the sentence is "Sections", the verb associated with it should be "were" and not was. This removes options A, C & E.
Option D makes the sentence illogical by saying " Several sections were closed.....days and caused puddles to.....paths". It was not the sections that caused the puddles but the massive rainstorm.
Hence option B is the right choice!
