This exactly the reason why I ruled out A

And I think you made the same mistake as the other user.

Notice that you did not read the question properly. The question does not ask, which option will prove that the conclusion is undeniably correct. The question asks, which option from among the 5, would provide the greatest support. You have to evaluate the 5 options for what level of support each provides and then determine the one that provides the greatest, even if it is super weak, it would still be the greatest, just needs to be more than other choices to be correct.

Option says many new homes will not be purchased but how much is many we dont know. The stem says any "further losses". How exactly they are facing losses we arent aware. We are only given that 2/3rds go unoccupied that makes us believe thats one of the factors leading to their losses. Even if many dont buy but just enough buy the houses its sufficient to avoid any "further" losses right?
On the other hand option B I felt that it gives a good enough incentive for the ppl to avoid that subdivision almost entirely over another place that gives proximities to park and felt was a stronger answer because of this reason.
Kindly help me out.

We need not know how many, we know that the income is declining that directly supports the idea that the houses will go unsold. They are already in losses, it is logically reasonable to think that with less purchasing power, likelihood of household going unsold increases.

Now coming to B, you are assuming that new homes also lack access to park, may be it does, may be it doesn't, "YOU DON'T KNOW" You cannot make stories when it comes to GMAT CR, stick to the given passage's information and only make logical reasonable inferences.

Therefore, A is the correct answer.
