I will try to make a simpler solution supplemental to official one.

There is split in A vs D and E between "would" and "will".
When something is been described in past "would" will be used for future tenses.

In this case Announced is in past tense, hence D and E can be eliminated.


Paralleism error in "B"

“Muqin Shuijao”, which means “water cellar for mothers” in English and which was discovered by scientists from the Chinese Academy of Science (CAS) on September 11, 2007.

Muqin Shuijao which was discovered, doesn't make sense as Muqin Shuijao is term to be given it cannot be discovered.

In "C" "which is to be" and "as announced" is terribly wrong.

I thought option A was wrong as there was no phrase 'as Muqin Shuijao' in the sentence. Can you please explain why the sentence is fine as you generally write 'name X as Y'?

There is a bit of awkwardness in the clauses that literally hang off each other but the lack of other mistakes makes this choice the best option. Sometimes, the best one is the one that is still a bit awkward but lacks mistakes of the others.

This is a nice, straightforward “-ed” modifier error. (More on “-ed” words here.) Literally, the sentence seems to be saying that the MPC was discovered by scientists, and that definitely doesn’t work. (E) is gone, and we’ll settle for (A)
