Unlike option A "nonaccredited colleges" is modified by phrase next to it "while still able to enroll students and to provide instruction", option B gives us false impression by placing the modifier "though still able to enroll students and provide instruction" next to "services".
When a noun is immediately followed by the noun modifier, the meaning is more crisp and concise.
