It is better to mug up percentages makes it so much simpler:
1/3=33%
1/8=12.5% 3/8=37.5%
1/4=25%
2/5=40%

Directly substitute and we see that both statements are not sufficient we are only able to limit it to:
33.33% < x < 50%
We can still fit in 37.5% and 40%

Answer: Option E
