This is how I got to the solution i.e. E

We'll leave A& E as of now as the only difference i.e. there is the  comma

As neither should always be accommodated by nor, it cannot form a complete sentence on its own, so option B&D are out.
(B) after another, it  neither  makes its predecessor obsolete
(D) after another  neither  does it make its predecessor obsolete

Semi-colon is used to connect 2 independent clauses such as X;Y. We can see that the second clause is not independent so C is also out.
(C) after another;  nor does it make its predecessor obsolete

In option A&E, we know we need a comma to connect the two clauses, so A is out.

(E) after another, nor does it make its predecessor obsolete

Can NOR be used alone ? I chose option D because in E the word NOR is being used alone. Experts please help.

FANBOYS: For, and, nor, but, or, yet, so : all are coordinating conjunction. Hence , NOR can be used as in E.

Neither.....nor..... is an idiom the same way as either....or..... is. 
But we do use OR in normal cases too, and similarly NOR can also be used alone.

Comparison between A and E:

CORRECT :  It is not a bird nor an apple.

Note that there is  no  comma before "nor".

However, in this problem, there  IS  a comma before "nor" because  what comes after it is an independent clause.

A similar but easier example would be:  I went to the store, and I ate an apple.

When you connect 2 independent clauses / complex clauses (not simple nouns), you add a comma before "nor", "and", "or", etc.
