Could someone explain to me why statement 1 doesn't follow the concept of parallelism and statement 2 does?
1) Among the numerous techniques for building political alliances, the most widely practiced method has been to form a grassroots campaign and then, despite the numerous logistical challenges, activate the network ahead of election day.
2) There are several ways to build solid walls using just mud or clay, but the most extensively used method has been to form the mud or clay into bricks, and, after some preliminary air drying or sun drying, to lay them in the wall in mud mortar

Statement 2, in my opinion, is creating false parallelism between
the most extensively used method has been to form the mud or clay into bricks , and , MODIFIER, tolay them in the wall in mud mortar
the above 2 are not parallel events, they are just sequential steps on one event i.e. the most extensively used method. The to in the second sentence in unnecessary and can be removed for the sentence to make sense.

In my opinion the first statement does not follow parallelism as it ranks the method from the most preferred to the next preferred option.

I think in statement 1,
the most widely practiced method has been to form a grassroots campaign and then,despite the numerous logistical challenges,to activate the
"to form a grassroots campaign" should be parallel to " to activate..."
