This was definitely a good move by the government but doesn't explain why few of the cables used were damaged.
(B) The magnitude of the first earthquake was roughly the same as the magnitude of the second earthquake.
If the two earthquakes were of the same magnitude, they must have had the same effect. Not providing a reason for less damage.
(C) Many of the communication cables damaged in the first earthquake were in poor condition already, and they were subsequently replaced by newer, stronger cables.
Correct answer. When the first earthquake happened, the wires were old and in poor condition hence they were easy to be damaged. The newer wires were not easy to damage when the second earthquake happened.
(D) Most of the cables damaged by the first earthquake were at least one foot in circumference.
The circumference of the cables is out of scope.
(E) The first earthquake was several magnitudes weaker than the second earthquake.
If the second earthquake had higher magnitude, then the destruction must have been more.
