sushmitha2 agree with you - I find the same problem with answer E, as it does not address whatsoever whether the plan "will succeed in decreasing the likelihood of an expensive computer failure."

Answer A, while not a slam dunk, would most weaken out of these answer choices, as all passengers are all offered free flights and thus would suggest all of these passengers need to be rebooked that could strain the airline's computer system.

This doesn't seem like the type of question that would realistically appear on the GMAT given the ambiguity.

For option E- since the passengers are already paying more for booking OnTime flights- that shws cost is not a factor for those customers. So the extra rescheduling fee might not be a deterrent strong enough to reduce rescheduling of flights. Hence, CEO's plan might not succeed.
