We have to search for an option which can revert the assumption taken by author that it will lead to decrease in profits for the local manufacturers.
Options A and C are out of context as they don't talk about local manufacturers. Can be ruled out.
Choice E talks about them but only mentions of decent profits which is not the aim we are finding. Incorrect

Choice B talks about Export price which is above the MSP, but out point of contest is not export price but rather effect it will have on local manuf. from export whether they will be able to to survive or not.

Choice D says that as export increases they will have option to sell at higher prices for foreigners thus increasing or not affecting their profit margins. Correct

Please not this is a weakening question ,So answer choice in options must weaken the conclusion provided in argument

Identifying conclusion :

Therefore, in the interest of the local manufacturers, the government must shelve the plan to increase the exports.

Pre -thinking :

Correct answer choice must prove that economist recommendation is false and support the government decision about lowering the export prices for timber .

Lets eliminate each incorrect option:

(A) A recent survey by one of the most prominent trade magazines has suggested that a few other countries are also planning to cut down their timber prices in the international market.Out of Scope. We are not concerned about other countries.
(B) Targania’s new export price is above the minimum price limit of export timber imposed by the International Timber Export Countries Association (ITECA), a price below which no country is allowed to export timber.Not relevant.
(C) The government of Targania can increase both exports and its brand by spending money on advertising rather than reducing prices. Irrelevant.This just proposes alternative plan,but not suggesting how local manufacturers are not effected.

This doesn't have any link to the main argument that profitability will decline. If at all, it is a strengthener. Eliminate.

(D) The increased brand value of Targania’s timber due to the increased exports leads to a proportionate increase in the scope for local manufacturers to aggressively market new timber products to foreigners at exorbitant prices. -- This gives another contrary effect with the same cause (lowering prices).
