I truly believe the GMAT would provide that information. I would love to hear anyone else's insight, however. I could be wrong.

I haven't seen any such question in GMAT pool however such questions are asked in exam like SAT.

To answer your question, I think the question has no flaw from GMAT standard but it's still not a good candidate to be part of GMAT question pool.

We're given all the formulas that we need to solve this question and the only thing we have to notice to solve this question is that at its highest point, the velocity of the ball will be 0. We can use that information to calculate the time to reach the highest point and we can use the time to calculate the distance traveled to the highest point.

If no formulas were provided, it would have been a whole another story, but I don't think it's unreasonable to expect the test taker to simply take v = 0 to solve this question. I think this would make a legitimate GMAT question.
