First split is between the use of “those” and “that”
Correct use is “that” as it modifies culture.

Second split is between the use of “as” and “just as”
“as” is rightly used here to mention the comparison between what New immigrants are facing and what East Europeans did face in the past.

A & B are out because of “those”

C is the best fit

those vs that 
here we are talking about the pull of two cultures.
the pull of immigrants homeland culture 
and
the pull of immigrants new country culture.

Pull is singular, therefore those doesn't make sense.
Eliminate A and B

Have/Did 
did is the verbal pronoun- did can be replaced with "are facing " in its tense.

The new immigrants are facing the pull of two cultures just as millions of East Europeans faced in the past.

Have - no verb to follow

Did is right form to use.

Eliminate D and E.

This question is badly written, prob not a gmat question. 
None of the answers were right. 
Did vs. have
Did has to refer to a verb that is also in its past tense, the first part of the sentence is are facing. 
Did basically has nothing to refer. The word we are looking for is faced.
Similar situation for have, what must follow have is faced, which is missing.

I am fairly confident that this rule is tested on GMAT several times, and it is also discussed in the Manhattan GMAT SC book. 
Please remove this question, shouldn't be used to study GMAT.
