Isn't 'means of access' is singular?

No it's plural

"faster means of access IS devised" -- Incorrect

faster means of access ARE devised" -- Correct

Posted from my mobile device

how can we know that it is plural?

Example: My means of transportation is bus.

Here i can know that it is referring to single entity so can use 'is'.

But with what criteria I can tell here that 'means of access' is plural.

I think that "means of" in this sentence means "methods of" and not "type of", and since its "methods" we need a plural verb.

I got it correct. I guess the rest of the options do not convey the entire information. Faster access to what? The answer to it is only present in option A. Let me know if it's a correct approach.
PS- I just started with preps.

Your example is good: in your sentence "means of transportation" is singular

The better explanation for why "means of transport" is plural in THIS sentence:
- "faster and faster means of transport" refers to multiple new transport methods. New transport methods keep getting devised, and each method is faster than the previous one.
- "faster and faster means of transport" does not refer to a single method of transport whose speed becomes faster and faster.

Does that make sense?

Official Explanation

Although the original version uses the passive voice, the sentence contains no grammatical or diction errors.

Choices (B) and (C) both create dangling modifiers. In choice (B), who is it that devises? In choice (C), who are they? Choice (C) is also wordy.

In choice (D), access becomes devised is very awkward.

Choice (E) replaces the plural verb are with the singular form is. However, the noun means is plural in context and therefore should take the plural form are.

The correct answer is (A).
